The aim of this research is to analyze traffic congestion in urban road networks. For the evaluation of the congestion level it is necessary to analyze the average travel speed on the road segment or segments, but also the flow rate which value is given by the number of vehicles that passed over the road segment in a specific time.  This study has as main purpose to analyze traffic parameters such as speed and flow rate and the relation between them. The traffic measurements made in the areas of interest have as result diagrams for easy observation of hourly intervals when congestion reaches a maximum. The analysis of the traffic congestion was exemplified by a case study where the speed utilization index was compared with the flow rate on different types of traffic in Cluj-Napoca city.
